摘要

　　
　　林業是經濟、社會、生態等方面建設的主體之一，林業發展是全面建成小康社會的一項重大任務，對經濟、社會和生態可持續發展具有戰略性意義。銅川市印臺區生態環境脆弱，林業發展對該地區生態穩定和社會經濟可持續發展起著至關重要的作用。但受到諸多因素影響，印臺林業發展與新時期的要求還存在較大差距。
　　
　　本文運用文獻查詢和調查分析等方法，研究印臺林業發展歷程和發展現狀，總結分析印臺林業發展的特點和發展的成效。研究表明，印臺林業發展具有區域化和方式多元化的特點，在林權改革、重大工程建設、資金投入、科技推廣、森防工作、信息化建設等多方面取得了顯著的成效；印臺林業發展得益于良好的發展機遇、堅實的發展基礎、完備的發展體制、蓬勃的發展產業、良好的發展意識等有利因素，同時也受制于基礎設施落后、服務功能差，科技研發不足、林產品附加值不高，體制不健全、人才較缺乏等不利因素。在此基礎上，運用定量、定性分析以及綜合比較分析等方法，探索揭示印臺林業發展存在的問題。研究發現，自然環境條件惡劣、資金投入短缺、管理及服務體制不健全、林業產業結構不合理、產品供給能力不足和產業科技創新能力不足是阻礙印臺林業發展的瓶頸問題。通過對問題產生根源深入的剖析，提出了加大林業生態體系建設、深化林業改革、加強林業產業體系建設、加強林業科技和人才支撐體系建設、全面提高林業建設及經營水平，以改善生態為根本方向，以做強產業為發展動力，走社會化、科技化及規范化發展道路的策略，以期為印臺區林業可持續發展提供一定參考。

　　Forestry  is  one  of  the  main  bodies  of  economic,  social  and  ecological  construction.Forestry  development  is  a  major  task  of  building  a  moderately  prosperous  society  in  allrespects.  It  is  of  strategic  significance  for  the  sustainable  development  of  economy,  societyand  ecology.  The  ecological  environment  of  Yintai  area  of  Tongchuan  city  is  fragile.  Thedevelopment of forestry plays an important role in the ecological stability and the sustainabledevelopment of social economy. However, influenced by many factors, there is still a big gapbetween the development of Yintai district forestry and the requirements of the new period.
　　
　　This paper studied the development process and status in forestry development of Yintaidistrict  by  means  of  literature  search,  investigation  and  analysis,  and  summarized  thecharacteristics and results in forestry development of Yintai district. The research showed thatthe  forestry  development  of  Yintai  district  had  the  characteristics  of  regionalization  anddiversification,  and  had  achieved  remarkable  results  in  forest  rights  reform,  major  projectconstruction, capital investment, scientific and technological popularization, forest preventionand  control  work,  information  construction  and  other  aspects.  The  forestry  development  ofYintai district benefited from such favorable factors as good development opportunities, soliddevelopment  foundation,  complete  development  system,  vigorous  development  of  industriesand  good  development  awareness.  At  the  same  time,  the  forestry  development  of  Yintaidistrict  was  also  subject  to  adverse  factors  such  as  backward  infrastructure,  poor  servicefunction, insufficient scientific and technological research and development, low added valueof forest products, imperfect system and lack of talents. On this basis, the problems existing inthe  forestry  development  of  Yintai  district  were  explored  and  revealled  using  quantitative,qualitative  and  comprehensive  comparative  analysis  methods.  The  study  found  that  theforestry  development  of  Yintai  district  was  hindered  by  the  poor  natural  environment, shortage  of  capital  investment,  imperfect  management  and  service  system,  unreasonableindustrial structure of forestry, insufficient product supply capacity and insufficient industrialscientific  and  technological  innovation  capacity.  Based  on  the  analysis  of  the  root  causes  ofthese  problems,  this  paper  puted  forward  the  corresponding  strategies  such  as  improving  theforestry  ecosystem,  deepening  forestry  reform,  strengthening  the  forestry  industry  system,strengthening the forestry science and technology and talent support system, comprehensivelyimproving  forestry  construction  and  management,  taking  improving  ecology  as  thefundamental  direction,  strengthening  industries  as  the  driving  force  for  development  andfollowing  the  path  of  socialized,  scientific  and  standardized  development,  so  as  to  providesome reference for the sustainable development of forestry in Yintai district.
